Mar 06, 2017 AMD marked this 17.2.1 feb22 driver as a WHQL driver from file name. And I can not find any other older WHQL driver in driver download page while it usually has two drivers on list for users. One is for latest hotfix or optional beta driver, one is for older version but WHQL. System not able to boot normally. Used command prompt to boot back into safe mode, attempted to install AMD 17.4.4 WHQL drivers. Again received code 99. Blew away the old Windows 10 installation, cleaned both hard disks, reinstalled Windows 10 fresh using an.iso created today. Attempted again to install AMD 17.4.4 WHQL drivers, same problem.
So, over the last year or so I've noticed an interesting phenomenon that I cannot explain. If I use any driver that's not one of the 1-2 WHQL drivers during the year I see the same performance issues in FFXIV (with an R9 380). Increased microstutter, 10+FPS drops in areas, etc. Overall the game just performs worse.
If I revert back to any of the major WHQL releases those issues go away immediately. So that means 16.3.2 and 16.7.3 work flawlessly. Every other driver in between has the same performance issues.
I like it for fades best, but it’s color matching is slightly off in my opinion. I’m so familiar with it though I sometimes find myself working with this still. Cross stitch software for machine embroidery. I also correct for this software in Photoshop.I’ll load them into Cross Stitch Platinum.

I can't think of anything that would be specific to the WHQL drivers only to cause this. I find it especially odd because of everyone touting the increased performance with the latest 16.9.1 drivers and the 380.
Not really complaining (since I have a working solution), just an odd circumstance and I was thinking maybe someone might have an explanation as to why that may occur.
